The EFF (Electronic Frontier Foundation) is appealing to the EC (European Commission) to protect internet users' rights from being infringed upon by merely receiving a DMCA (Digital Millennium Copyright Act) notice. The appeal is to the EC to preserve limitations on intermediaries (ISP's, Webhosts) so that they do not take-down website content without an actual court order.

If adopted, these measures will help to enshrine freedom of expression, and maintain a legal definition of "safe harbour" principles applied across manifold user generated content platforms which will ultimately protect both intermediaries and general internet users from specious allegations and fraudulent, unfounded DMCA orders.
